test case repository (oops)

I believe we were supposed to figure out a location for the test case
repository before going to CR.   I missed this detail.

I'm picking 
       http://www.w3.org/2009/owl-test-cases

If someone has a better idea, let me know in the next few minutes,
please.  :-)    I've set that page up to point people at Karlsruhe.
