Reintroducing "Extra Credit tests"

WebOnt has had a notion of "extra credit test" to highlight that an approved 
test case is very hard to implement efficiently. We still have such cases 
(partly inherited from WebOnt), and hence it was decided to reintroduce the 
"extra credit" status for OWL 2 tests as well.

I have now updated the Conformance document accordingly, see [1] for a diff.
