WebOnt Issue Test Cases ready

I've updated [1] to contain 53 of the 72 "OWL Issue Tests" from Webont
[2] and propose that they all be approved.  Of the remaining 19 tests
in this category, 9 are incorrect namespace tests [3], a test type
which has been dropped.  The other 10 have been, or will soon be
addressed in other emails which will either point out problems with
the tests, or highlight changes between OWL and OWL 2.
