Re: draft response for 41 / BP3 (discussed in last TC)

At the last telecon we agreed to add a new standard annotation property
for referring to axiom names.   I picked the name owl:axiomID, which
probably does need WG approval, but I couldn't think of a better name.

anywhere, not even the semi-processed chat log.
