State of the RDF-Based Semantics document

And should we decide at F2F5 to do substantial changes to the Direct
Semantics, then we can even have both semantics published as /Last Calls/
together. :-)

Since no one ever asks, and since the topic "RDF-Based Semantics" has not
been discussed at telcos for weeks now (it was always the last point in the
agendas, even placed after AOB ;-)), here are a few words about its current
state:

I am currently in the process of revising one last section (the document is
inconsistent at the moment of writing, but there's no hard issue there
anymore), which will take me another three days or so to complete it (after
F2F). 

There is also one last open technical issue, but this will not take me more
than two days, I guess, and I will even try to nail it down in the plane
tomorrow, to get it out of the head. 

And I am currently revising the description texts for all the semantic
condition tables, and have already done most of this work. 1-2 more days
will be sufficient. 

After this, there will only remain editorial tasks to be done, including
proof reading, and getting the naming schemes right. I have a list for this
all. This will not take me more than a week (but probably also not much
less).

To summarize: If the plane doesn't crash, I definitely expect to finish my
work in the first half of March.

Sorry for the long delay, I originally thought (at F2F4) to be ready at the
end of January, so there is now a delay of about 6 weeks. It was actually
more work than I thought.
