Document accessibility

It's on my list, ultimately, to run an accessibility audit and  
rectification over our documents so that our final documents are  
highly accessible.

As with last LC, I don't think LC pub is the right point to do this,  
as the documents may still flux (and I'm working on several!).

Thus, I think this can be checked off the list of pre-pub things (for  
this round).
