Bringing the Syntax document in line with RDF 2119 (MUST, MAY, etc.)

I just made a pass over the Syntax document in order to bring it in line with RFC 2119. In particular, I was searching for can, may,
must, and should and have converted the appropriate occurrences to RFC 2119 keywords. Here is the diff:
