added "Informative" tags to RDF-Based Semantics (following review comment)

Hi Jie!

In an earlier discussion about your review of the RDF-Based Semantics, you
have suggested [1]:

    *Finally* we will add "informative" and "normative" to each section's
    title, following RDF and OWL 1 traditions.

Since then, there was an EdNote in the document.

I have now added "Informative" tags wherever I think that it makes sense,
and have removed the respective EdNote, see [2]. I did not add "Normative"
tags, since they would be redundant, and the RDF Semantics document also
does only have "Informative" tags (compare [3]).

Please let me know whether this is ok for you.
