External reuse of document bits and documents

The standard W3C document license is *very* restrictive:
	http://www.w3.org/Consortium/Legal/2002/copyright-documents-20021231

So, for example, I believe that this extraction from the Syntax
document:
	http://wiki.webont.org/page/OWL/CNL
is not conforming. But that's silly to have to recreate that bit of
boilerplate.

Similarly, I want to encourage tool builders to create
specializations of the primer to their tools. Also, I think the
syntax document would be really nice to use as a base for online help.

So, I would like us to license our documents under a more permissive
license.

Cheers,
Bijan.
