Initial batch of test cases

At [1], I have collected a group of the WebOnt test cases which have
been updated to include profile information and formatted according to
the Conformance & Test document.  I propose that the working group
consider these 36 tests (WebOnt-description-logic 001 - 035, 040) for
approval.

I expect to discuss the process for approval on today's telecon.
