intra-paragraph anchors and intra-document links

I'm not sure what you mean by intra-paragraph anchors, but I had set up
an example intra-document link using the first Reference in
Specification, in the first paragraph of 2.2, "[RFC-3987]".   It seems
to work as normal html.
