Some wiki additions

You can include a reference to an issue like this now: {{Issue|3}}.  
This uses the template feature of the wiki. View source on  http:// 
www.w3.org/2007/OWL/wiki/Template:Issue to see how you do this sort  
of thing.

I've added a couple of topical pages:

http://www.w3.org/2007/OWL/wiki/Anonymous_Individuals
http://www.w3.org/2007/OWL/wiki/Universal_Property

and initialized them with quick descriptions of the issue and  
pointers to email discussion.
