ISSUE-25 asks a question.

The answer to the question is NO in the functional syntax for OWL 1.1.

(The answer would be YES in an OWL Full version.)

I thus propose that we reject this issue as not being properly phrased.

PS:  I think that the WG should not be in the business of accepting
     issues that only ask questions.  Mailings to the WG are the way to
     ask questions.
