metamodelling feature of OWL 1.1 / OWL 2.0

Hi all,

according to the OWL 1.1 website [1] OWL 1.1 is said to support "simple
metamodelling". Has this feature already been specified? Because I can't
find further information about OWL 1.1 metamodelling capabilities on
that website.
