Recall that we were getting issues on the mailing list before we had the issue tracker. When we set up the issue tracker, I went through all email on public-owl-dev proposing issues and entered them in the issue tracker. If some issue is actually a non-issue then we can simply close it with that disposition. At the time, I preferred to err on overrecording issues so as not to miss any.
