[ortc] SVC: Dependent layers of active extension layers cannot be inactive

aboba has just created a new issue for https://github.com/w3c/ortc:

== SVC: Dependent layers of active extension layers cannot be inactive ==
If an enhancement layer has active=true, the layers that it depends on cannot be set to active = false.   There is currently no check for this in the [Parameter Validation](http://draft.ortc.org/#rtcrtpparameter-validation*) section.
