New drafts of the QUIC API

Since the W3C WEBRTC WG has decided not to adopt work relating to QUIC, the work will continue within the ORTC Community Group (at least until some other W3C WG takes it on).


To respond to requests to support client-server as well as peer-to-peer scenarios, the specification has now been split in two parts:
