[BA]  Since SVC adds overhead it isn't optimal in all situations so that IMHO turning SVC on within the encoder should be explicit.  

Assuming that the developer does want to utilize SVC, but wants to allow the browser to choose the number of layers to use in the encoding,  my question was how this could be indicated.  
In practice,  it is non-trivial to determine how many layers are viable based on network conditions, let alone optimizing this as network conditions change.  So I can see potential value in being able to tell the encoder "figure out how many layers to encode" (potentially up to a maximum value).
