Proposed resolution to Issue 107: Section 4: Behavior of RTCIceTransportController.addTransport

Proposed resolution is to add the following text to Section 4.3.1:

Since addTransport manages ICE freezing, candidate pairs that are not in the frozen state maintain their state when addTransport(transport) is called.
