FYI: phone conf re improving W3C technical coordination

conference re an effort to improve the W3C's effort to get better 
technical coordination between the Consortium's broad set of activities.

FYI, I am leading a project in the AB related to W3C synchronization and 
consistency, trying to make sure that while developing a lots of new 
features, W3C is still able to synch across its different communities. A
