I did a little research.  InkScape is a quite "high end" package with
a learning curve - ReportLab have worked with it on and off for many
years.    But I found a very simple hosted package  called "Method
Draw", which I think is at the level we want - no signup and no
learning curve.

So (when we get onto it) I will recommend on our site that people use
this to make a club flag, then upload it to our site.
