The StratML Submitter/Phone Number can be used to tag StratML files with relevant civil subdivision (County Equivalent) encoding - either a Formal Name (FEATURE_NAME), the ANSI code (FEATURE_ID), or a hash encoding based on a taxonomy.  Last I looked, the new Census API was wandering in this direction, however, it was not clear to me when the examples would return verifiable complete data sets for audit.  The IRS Exempt Organization model (EO-BMF) is complete in theory for Contact Information but does not include a civil subdivision tag.  The IRS model does include every domestic entity group for which a tax exemption could be granted.  This is good because some entities lack "normal" Congressional representation.  In others, Zip Codes lack specificity required for e.g. FEMA or NOAA planning.
