In ResearchSpace we use an Image Fragment (#xywh) to select the view area. We can compute the required zoom level and tiles from the fragment area.

Eg the annotation targets <DT219363.tif#xywh=1000,900,250,250>, and we also say:
  <DT219363.tif#xywh=1000,900,250,250> dcterms:isPartOf <DT219363.tif>.
