OA namespace public

Hi,

Many thanks to Ivan, the OA ontology corresponding to the February spec is
now available from the official namespace URI:

  http://www.w3.org/ns/oa#

Content negation should usually give you what you want, so the above works
also with owl:imports

The fallback HTML version shows all the terms and has links to the other
representations. To force a format, replace oa# with: oa.rdf, oa.ttl or
oa.html

Further feedback is as always welcome.
