XForms is a W3C recommendation that describes forms including tooltip, help text, and abstract control (e.g. select vs input).
It binds to XML data models, and can leverage XML Schema information.

Not a direct answer to your question (you seem to want to attach UI hints to XML fields directly).
But the closest I know of.
