Publishing opportunity data: a primer

Hi,

I've just published an early draft of a new document title "Publishing
opportunity data: a primer".

This document is intended to support developers in beginning to use the
Modelling Opportunity Data specification.

It aims to be a detailed set of how-to guides that illustrate how different
aspects of the model can be used to describe and publish opportunity data.

Based on yesterday's discussion I've include details such as:

The section on publishing data now also starts to bring together the model
with instructions on data publishing:

This is just an initial draft, but I wanted to share as soon as possible to
get early feedback.
