Apologies that I'm so slow on roughing out a draft charter.  I've been kind
of tied up by some things -- like trying to figure out the monumentally
confusing options for how health insurance continues after one retires.
Geez, I'm telling you -- this is NOT simple.

Sorry, I guess I'm whining.  I'll get back to it, I promise.
