You have to request an account first (you will see the button to do that).

FYI, the W3C Community Groups require all participants to join (free) so the commitments (if any) can be tracked
(see https://www.w3.org/community/about/agreements/) especially in the case a Community Groups moves into a full W3C working Group in the future.
