There is no common vocab action for download.
(ODRL is not focussed on access-control - although you could use it for that purpose with the right vocabulary).
The common vocab actions are primarily focussed on what a user would do with content - assuming they have the content.
(probably “install” does not fit this model)

 2.    In terms of consistency the terms that we have specced are as follows(there are some we have defined that we can find no match for), and I was wondering if people thought our potential use was consistent with how envisaged:

Index   -           To prevent the materials being indexed by a Search Engine
Print -              To allow or disallow print

Yes, consistent with odrl

 Distribute         To allow / disallow an object to be exported elsewhere and / or embedded into a third part viewer.

This depends on what you mean by “export”? An exact copy?
Also “embedding” might mean a different action.

Concurrent Use          To control how many people can access the same object at the same time.

Control the number of copies of the asset (not people directly).

What we didn’t see but have in our spec is:

Upload

No action is defined for this.
There is an implication that “upload” is actually “distributing” the asset (if, for example, it is being uploaded to a public website)

Full text search (allowable / disallowable)

This would be related to “index”. If you can index the asset, then that implies it can be searched via the indexer.

Cite / Link (To allow or disallow an item to be linked to via a url / unique identifier etc.)

Is this an action you could perform on the actual asset itself?
