The ODRL specifications are technically not “W3C Standards” in the sense of “W3C Recommendations”.
ODRL V1.1 was published as a W3C Note (as a member submission).
ODRL 2.x are “W3C Community Group” reports - but we can call these “Specifications”.

You can use either versions for your work - both should be capable for rights policies.
