Closing Issues and Tasks

I am cleaning up some of the open Issues and Tasks that have been completed.

I propose to close Issues 9 and 14 to 18: http://www.w3.org/community/odrl/track/issues/open
(note that we cannot resolve Issue 9 as we are not an "official" standards development org according to the IETF)
