Rights and License

I propose that we update the words "rights" and "sublicense" that appear in the current draft rewording.

As background, we have moved from being a "DRM language" as we promoted V2 as a "Policy Language"..to support Privacy (etc), and even use cases from this week with the W3C Workshop on Permissions, where they have scenarios like "grant access to the camera for apps on phones."

Hence, the "generic" ODRL tries to be clear of "rights"...having said that, it is then perfectly OK for a community to Profile ODRL as their "licensing" language, and explicitly say that in their profile (eg IPTC RightsML).

1) For the definitions of Transfer/Sell/Give, it is proposed to change "rights in the Asset and all related rights" to simply "ownership".

2) Since we currently use the term "Use" as the top level action (for an action that can be granted to a consumer) and "sublicense" for the granting to third parties, it is proposed to use the term "grantUse" for "sublicense", with the definition:
    "The Assigner permits/prohibits the Assignee to grant the use of the Asset to third parties."
