Ok; I posted a comment on the thread. I agree some websites may want to use an always-on ServiceWorker, even if they have to pay a price for that. Additionnally, I believe this price can be kept very low for HTTP2-compatible browsers and I strongly believe every ServiceWorker-enabled browser will be HTTP2-compatible.
