[wbs] response to 'Call for Review: Web Real-Time Communications Working Group Charter'

The following answers have been successfully submitted to 'Call for Review:
Web Real-Time Communications Working Group Charter' (Advisory Committee) for
Cisco Systems by Cullen Jennings.


The reviewer's organization suggests changes to this Charter, and only
supports the proposal if the changes are adopted [Formal Objection].

Additional comments about the proposal:
   
We object to the text in the charter that reads

. To that end, features that are not demonstrated to be
  implemented by at least two browsers withih the timeframes indicated
  will be removed from the specifications. 

This point of this specification was to find a common agreement between the
people that use the API and the people that provide the API. This allows
one or two browsers to effectively veto anything in the spec. This
substantial reduces the value of the WG for anyone that is not a browser
vendor and long term does not help the eco system or the web. 

Furthermore, an concrete way of appealing decision of chairs needs to be
provided. I requested the chairs ask the WG their opinion on if this text
should be in the charter as there seemed to be very little support for the
chairs decision to put this text in the charter. The chairs did not do that
and put in the charter. What needs to be clarified is not if this
particular decision was good or bad but the topic how one appeals the
decisions of the chairs. 

We propose changing the text to make it clear the specification reflect WG
consensus of what should or should not be in the specification. And that
any member of the WG can ask for a formal vote on any chair decisions and
if the result is the decision does not reflect consensus, the W3C will
appoint new chairs. We would be happy to consider any other ways to deal
with appeals as long as there was a reasonable appeal process.

The reviewer's organization:
   - intends to review drafts as they are published and send comments.
   - intends to develop experimental implementations and send experience
reports.
   - intends to develop products based on this work.
   - intends to apply this technology in our operations.


Comments about the deliverables:
   Many of our products, including WebEx and WebEx Teams use webrtc today.
