[wbs] response to 'Call for Review: CSS Color 3 is W3C Proposed Recommendation'

The following answers have been successfully submitted to 'Call for Review:
CSS Color 3 is W3C Proposed Recommendation' (Advisory Committee) for Mozilla
Foundation by David Baron.

Regarding the "CSS UI 3" specification, the reviewer  suggests changes, but
supports publication as a W3C Edited Recommendation whether or not the
changes are adopted.


Additional comments about the specification:
   It would be good to link to the editor's draft in the spec boilerplate. 
(Interestingly, the spec is substantially newer than the editor's draft at
https://drafts.csswg.org/css-color-3/ , so I'm not actually sure where the
editor's draft is.)  A link to the editor's draft is often useful for
understanding change history, since it usually leads to a version control
system.  It's also useful for finding newer errata that might not have been
incorporated into the official errata page.


The reviewer's organization:
   - produces products addressed by this specification
   - expects to produce products conforming to this specification.
   - expects to produce content conforming to this specification.
   - expects to use products conforming to this specification.
