[wbs] response to 'Call for Review: Web Platform Working Group Charter'

The following answers have been successfully submitted to 'Call for Review:
Web Platform Working Group Charter' (Advisory Committee) for Vivliostyle
Inc. by Florian Rivoal.

The reviewer's organization supports this Charter as is.

Additional comments about the proposal:
To my knowledge, this charter is the first time that we state plainly
and in written form why the WG works on specifications that are also being
worked at in the WHATWG, and how it plans to go about doing such work.

I continue to be doubtful about the benefits when compared to the costs to
ourselves and to the broader web ecosystem, especially as we're going
beyond republishing for IPR reasons and assert independent editorial
control.

That said, this is primarily a charter extension and not a new charter, and
this new text about the WHATWG is a clarification and not a change of
policy or practice. I welcome the clarification, and therefore I support
this charter.

I hope that AC representatives will take this opportunity to review whether
the stated goals and practices of the WG in this key area meet their
expectations, and either strengthen the WG's mandate by saying so
explicitly if that is the case, or start a discussion about what these
goals should be if there is a mismatch.
