W3C has launched the African Developers Taking on the Web Community Group:

The mission of this group is to create and support a Pan-African
community of competent, internationally certified IT professionals
focused on developing the IT Web and mobile based tools for African
Agriculture, Business, Education, Health Care, Government and general
Social needs.
