creating test cases from WebIDL fragments

Hi,

Per my ACTION-83, I looked into how to automate the creation of test
cases from WebIDL fragments and found the following tool:
http://suika.fam.cx/www/webidl2tests/readme

I haven't played with it yet (which I will do before declaring victory
on that action item), but it sounds like what I had in mind at a first
glance.
