Widget test contribution guide review

Could you please review the blog[2]? It gets a bit hairy with a Makefile.
I could probably make it a little better and I'm open to suggestions.
I think the point we want to get across is that we want to tick off
assertions from the test plan [1] with minimal widgets that hopefully
people could contribute.

I'm a little uncertain about W3C IPR procedure. I am basically asking
contributors to mail public-mwts and I hope their contributions will
become auto-magically Apache2 licensed or something liberal like:
