Tools methodology [Update]

Hello,
Thanks very much to everyone who provided feedback during the recent  
tools discussion (both online and during the two teleconferences). All  
comments have been compiled and are now on the wiki in for review.  
This is still a work in progress so comments are of course welcome.

The tools criteria currently consists of two tables. One represents  
criteria that is specific to those deploying a tool (e.g. an NGO,  
government etc) while the second represents criteria that would affect  
the end-users of the tool. Not all tools will have this second group  
of end-users so we have chosen to separate the criteria to ensure we  
can properly consider each group.

Please feel free to augment the content on this page or provide  
feedback on the list. I believe we will be discussing the tools  
methodology again at the next teleconference as well.

It was also decided we should test the methodology fairly early on by  
choosing 2-3 tools that provide a similar service. We could then  
compare these tools using our preliminary set of criteria. This will  
hopefully indicate criteria that have so far been overlooked and ways  
to better organise the data.

Suggestions for 2-3 similar tools that could be used in this  
investigation would be welcome.
