Yes. The open-source SMS gateway Kannel provides this functionality.

The comparison is regarding Web-applications, which often maintain user
state with cookies or login credentials.

Nothing precisely like that exists, to my knowledge, but creating such a
service with a tool like Kannel would be relatively easy.
