It is fair to point out that the article is NOT published by 
undp.org (UN Development Programme) as the URL may imply, but by 
mobileactive.org, "a community of people and organizations using 
mobile phones for social impact". The actual URL is 
http://mobileactive.org/mobile-banking-really-reducing-poverty-close-
look-promise-v-reality

And here is another selective quote from the article:
