I really don't understand why you say that it is not for exchange ?
for instance, impress.js use these them, see how the attributes are exchanged between the server and the client...


Ok so to sum up, 
what I wrote is right, unless:

 a) the html5 working draft is relaxed so that a list of its-* attributes is considered valid.

 b) we write an extension specification, and then the requirements of the extension specification will become an applicable modification of the conformance section of the html5 specification. So hopefully one day its-* will become conform.

 c) the html working draft is relaxed in accordance to your bug report, and thus somewhere on the web an open list would centralize all the "valid" vendor- neutral prefixes for attributes ;
