Re: M3 milestone

Just running our test suite against the latest files in github and all is 
fine except the complex pointer logic in locqualityissue4xml.xml and 
locqualityissue13xml.xml which have changed since last test run. Working 
on the additional pointer resolving logic at the moment but it's (overly) 
complex.
