[CACHING] Missing HTTP_IF_* headers in requests?

Hi,

for several months now I get the warnings
                   
	There is an error in the "Last-Modified" header
	There is an error in the "ETag" header

This used to work before (does still at web-sniffer.net) and I did not
change anything in this regard.

AFAICS, the checker library stopped sending the corresponding HTTP_IF_*
headers, so, these tests somehow seem to be broken...
