What does this mean? "HONY SOYT QUI MAL EVENCE"

Our bugzilla instance shows the words "HONY SOYT QUI MAL EVENCE" at
the top of every page. I know at one point someone had an explanation
for it, but I can't remember. It looks like fake Latin. The only
reference I see from Google is our own bugzilla instance. What is this
again?
