If I understand correctly you are saying that all TASTED objects count 
towards EXTERNAL_RESOURCES and PAGE_SIZE_LIMIT - whereas the intention 
is that only those

a) that do not have a type attribute
or
b) that have type set to image/gif and image/jpeg
or
c) those that are actually image/gif and image/jpeg

should do so.

e.g. specifically an object element with type attribute set to image/png 
which has media type image/png when tasted does not count towards 
EXTERNAL_RESOURCES or PAGE_SIZE_LIMIT.
