I implemented, I believe, the rules for decoding UTF-8 as put forth in
our meeting. It's in HTTPTextResource.

And yeah prepare yourself after your next 'cvs update' for another
slew of meddling refactorings. Trust me it is going to help keep this
from getting unmanageably complex later.
