New SC on Notification

During TPAC Kathy mentioned a title for an SC that she would like to
include if there was time before our deadline. it was about notification
when the page content changes dynamically after page load. It happened to
be very similar to an SC that I wrote with Patrick's input and several
others and was intending to submit adhoc. Also COGA has a similar SC that
is a little wider. (which I reference in the resources sections) Kathy
showed interest in considering the SC in the Mobile TF, given that it is
completed and ready for review by the wider group.

If others think it's a good idea then we can review it together as a group
and include it in the mobile suite of SC recommendations. I've added it to
the chart of SCs to write up with a link to the completed version. If we
feel we don't have time or that it is beyond our TF scope I'm also fine
with leaving it ad hoc.
