Button overlap / Distance between buttons discussion

Hi, 

The discussion was around removing the distance between buttons (centre to centre) guideline.  The question came about due to the possibility of overlapping buttons if this guideline was removed - in effect, you could have two buttons - one sitting on the other - and pass. 

That said, even if you keep the centre-to-centre rule, you could still have a small button (48px x 48px) completely hidden under one side of a larger button (100px x 50px) whilst still meeting both requirements - but, of course, not being usable.

My proposal is to make a change to the following:

[Current] 2.5.4 Touch Target Size: One dimension of any touch targt measures at least 9 mm except when the user has reduced the default scale of content. (Level AA)

So that it reads: 

[Proposed] 2.5.4 Touch Target Size: Touch targets take up at least 48px x 48px of the visible display except when the user has reduced the default scale of content. (Level AA)

The real change is the visible part, however, I've included two dimensions to remove the idea of a 1px x 48px touch target passing.  This change would also allow us to remove the centre to centre guideline.

This is just a strawman proposal to start the ball rolling.
